In line with its trade protection and international practices, the Chinese government promulgated the Import and Export Commodity Inspection Law of the People’s Republic of China in 1989, and operates a Safety License system for Safety, Health, and Quality covering both imported goods and domestic manufacturers. Currently, the Safety License system for import/export goods is carried out by the Quality Certification Center (CQC) under the China State Administration for Import and Export Commodity Inspection (SAIQ), with testing and inspection performed at Review Offices (CCC) across a total of 9 regions. For electromagnetic compatibility (EMC), without obtaining a separate standard, the state designates 3-4 product groups each year and conducts EMI testing at the CISPR 14 level.

SRRC/NAL Overview
– China’s MII (Ministry of Information Industry) implemented a certification system for communication products on January 1, 1999, and to mandatorily enforce the certification system for wireless communication products, it authorized the BTA to oversee applications and product testing. Wireless devices in particular are the main focus, and they must obtain approval from SRRC. – The 27 wireless products requiring SRRC approval (FM Transceiver, FM/AM/TV Broadcasting System, cordless phones, etc.) must be tested at an SRRC test lab in China. – The standard was promulgated on January 25, 2001 (the first product group for NAL approval), and testing is conducted at 14 test labs in China in accordance with ITU-T standards (each lab handles specific product groups, and the lab differs by product).

Approval Period and Precautions
– Approval period: 5-12 weeks
– The applicant must be a Chinese corporation (an office is also acceptable). Factory inspection may be waived if an ISO certificate is held.
– Most SRRC-target equipment is also subject to CCC certification, so it is effective to apply simultaneously.
– Not all communication products are required to obtain NAL, but wireless products must obtain SRRC.
– Certificate validity period: SRRC (5 years), NAL (3 years)
Certification Mark and Label
There is no specific certification mark; it is marked with the SRRC ID (CMIIT ID), a NAL number is assigned, and labels can be purchased if needed (each label has its own ID).
